How do we get the remaining 43 counties onboard?

California has 222 jurist yet only 15 counties constituted. What steps are needed to accomplish getting the other 43 counties onboard, and unifying California. I would like to help National Liberty Alliance and California to accomplish this task. Simple instructions for a simple guy to assist step by step. It has been done 1400 times by other counties, no need to reinvent the wheel, just simple direction. Thanks for every ones hard work. Emile
