Let it be known to all concerned parties, fiduciaries, bonding agents, insurers, financial
institutions, and lawful observers:
The City of Chesapeake, having been issued multiple lawful notices, including an Affidavit of
Fact, Conditional Acceptance, Notice of Estoppel, and Final Payment Demand regarding
commercial injuries, false incarceration, and fiduciary breach, has failed to rebut, respond, or
cure.
This dishonor constitutes commercial default by acquiescence, as defined under maxims of
equity and universal contract law.
On June 6, 2025, the City was placed on final notice to settle or rebut.By June 9, 2025, no lawful rebuttal, settlement, or remedy was received.
The default is now complete and irrevocable.
Therefore, the following is now declared true and final:
The City of Chesapeake is in full commercial default.
The unrebutted claim now stands as lawful fact in both equity and commerce.
The standing debt of $34,902,658.60, secured by instrument SC1650001-00 and backed
by PN No: 05252025-001, is now a matter of public record.
All third-party fiduciaries, including bonding agents, risk management departments, and
insurance carriers, are now considered on constructive notice.
Failure to act upon this dishonor may result in accessory liability and enforcement
actions under commercial and private jurisdiction.
This Notice shall serve as public record and is not subject to rebuttal unless delivered with full
proof of standing, authority, and clean hands.
