Town Water Bill Error

In Old Bridge a friend of mine was overcharged $3000 and the town is not giving him an accounting which they must by law. We did online complaint to NJ Office of Contptroller at https://www.nj.gov/comptroller/  and they are suppose to respond in writing and investigate,but they did not.
Now if you folks remember the Larry Loigman case at https://caselaw.findlaw.com/court/nj-supreme-court/1392982.html
The NJ Supreme Court blocked Larry from accessing grand jury as he was having difficulty getting remediattion from a corrupt (alledging) town but our faulty NJSC  justices calling our country a democracy, ruled against this common law right and now we ar efaced with statewide corruption. So I have this Old Bridge case and want more examples so we can prove that NJ does not have adequate resolution mechanism for the People as the NJSC lied and said.
