Here is the plan:
1) We hold a meeting in Albuquerque to finalize details as to how we will run the appropriate notices in every county and select a date and time to convene in Santa Fe.
2) We meet at the courthouse or capitol building in Santa Fe and hold a vote to constitute the State.
